Bill has spent his entire career working in our most challenged communities – both urban and rural – and with vulnerable populations to find solutions to our most pressing social, education, and health concerns. Bill is a Senior Fellow at the Midwest Center for Nonprofit Leadership and Principal at The Strategy Group.
The Group provides advisory and consultation services to foundations, nonprofits, schools and communities in areas of organizational learning, network development and community engagement, community capacity building, rural health and social justice issues. Bill recently retired from the REACH Healthcare Foundation after serving as the Vice President of Program and Evaluation where he guided the overall design, implementation and evaluation of the Foundation’s grant- and change-making strategies.
While leading the Program at REACH Bill conceptualized and implemented the Foundation’s first and only network development initiative in three rural counties. The resultant 5 year initiative invested 1.3 million and leveraged more than 5 times that amount in national and state funding to start and sustain new networks focused on health. Rural network leaders and residents opened multiple new health access points and a new hospital, created new innovative solutions to provider recruitment, connecting consumers to social services, and built new community capacity to take on pressing social and health problems.
One of those participating counties was selected as a RWJF Culture of Health Prize Winner – only 1 of 8 chosen in 2017. This work was recently published in The Foundation Review. In the article Bill and his co-authors focus on how communities can be transformed through innovative approaches to community capacity building, network development and leadership. His recent publication, based on the best knowledge in the field, on nonprofit sustainability was published in November in the Journal of the Grant Professionals Association.

Bill is currently working with the ACLU – Missouri and Community Organizing and Family Issues (COFI), the St. David’s Foundation, the Deaconess Foundation, the Public Health Institute, and El Centro, Inc. on a variety of capacity building projects designed to strengthen organizational and system-level strategy and network effectiveness.
Dr. Moore earned his PhD in Educational Psychology at the University of Kansas. He also provides training and technical assistance in the areas of theory of change, evaluation design, creating surveys and other data collection systems, and organizational learning systems.
